Can you walk a dog in Memorial Park and other Houston parks?
Dogs are welcome in Memorial Park on a leash at all times under the City of Houston ordinance, per the Memorial Park Conservancy (checked November 2026), but not on the Roy H. Cullen Timing Track. At Discovery Green downtown, dogs stay leashed except inside the park's dog runs, and owners must stay with them and pick up after them.
The trails of the Houston Arboretum and Nature Center are dog friendly, but dogs must stay on the trails, may not swim in the ponds and are not allowed in the Nature Playscape. Dogs may also enter the Nature Center lobby, but not the Discovery Room.
In all city parks, Houston Parks and Recreation keeps dogs out of children's play areas and organized athletic fields, even on a leash. In city dog parks, each person may bring 2 dogs at most, and puppies under 4 months and females in heat are not admitted. Dogs there must be licensed and vaccinated with City of Houston registration, rabies tags on the collar.
Is Houston too hot for dogs, and where can they go outside the city?
In a Houston summer, heat is the risk to plan around: the National Weather Service office for Houston/Galveston says pets should never be left in a vehicle during the summer months. A City of Houston BARC page, relaying Humane Society of the United States tips, warns that a car's interior can reach 120 degrees in minutes. It advises walking dogs early or in the evening on very hot days, since asphalt can burn paws. Older, short-nosed and thick-coated dogs need special care.
On the Galveston beaches along the Seawall, at Stewart Beach and at R.A. Apffel Park (East Beach), the Galveston Island Park Board permits leashed pets. The City of Galveston points owners to its dog parks in Kempner Park or Fish Village for off-leash time.
Brazos Bend State Park, 45 miles from downtown Houston, requires a leash no longer than six feet and keeps pets out of the lakes. Alligators are common in some areas of the park. As in every Texas state park, pets may not be left unattended, and owners must carry proof of a current rabies vaccination.
